The Technical Assistance and Training (TAT) Grant Program provides funding to qualified private nonprofit organizations to offer free technical assistance and training that help rural communities address water and wastewater challenges. The goal is to improve management, operation, and maintenance of water and waste disposal systems in rural areas, ensuring sustainable access to safe and reliable infrastructure.
Grant recipients may assist communities in identifying and evaluating solutions to water and waste problems, preparing loan or grant applications, and training system personnel to improve facility management and operations.
Eligible applicants include private nonprofit organizations with IRS 501(c)(3) tax-exempt status that are legally established within a U.S. state or territory, incorporated by December 31, 2025, and able to demonstrate capacity and experience providing regional technical assistance and training. Applicants may deliver assistance through their own staff, an affiliated organization, or a contractor (up to 49% of the total award).
Funds may be used to evaluate water source, treatment, storage, or distribution issues; waste collection, treatment, or disposal problems; prepare related grant or loan applications; and conduct training programs for water and wastewater associations.
Funds may not be used to duplicate consultant services, pay for lobbying or political activities, purchase vehicles or property, construct or renovate facilities, or cover costs incurred before the grant start date.
This opportunity requires no cost sharing or matching. Awards are discretionary and project-based.
