The Small Surface and Groundwater Storage Program (Small Storage Program), administered by the Bureau of Reclamation, provides competitive grants for small water storage and groundwater storage projects. Authorized by Section 40903 of the Infrastructure Investments and Jobs Act (2021), Public Law 117-58, the program enhances water storage opportunities for future generations in support of the Department of the Interior’s priorities. Reclamation supports stakeholder efforts to stretch scarce water supplies through strategic storage investments.

Purpose and Use:

Funding supports projects that increase surface water and groundwater storage capacity in communities facing water supply challenges. Projects should align with regional water management strategies and demonstrate long-term water security benefits.

Eligibility:

Eligible applicants include:

  • State governments
  • County governments
  • City or township governments
  • Special district governments
  • Federally recognized Native American tribal governments
  • Other Native American tribal organizations
  • Nonprofits with 501(c)(3) status (non-higher education)
  • Joint powers authorities organized pursuant to state law
